How to get to echo radio one tower?

I started at the bleak inlet map right at the cannery. so i am at the bottom, cant find any way up to the tower..

Approach from the right, climb the rope, head toward lookout and turn right down to a road.

You'll have to attach a rope before you can climb up there...
You won't get up there from BI...unless you got up there from the Ravine next to ML and attached a rope first.

Yes...first 'entrance' is from Ravine only

And you ONLY can access it through the ravine basin!! Just always move to the right!

when you enter Bleak Inlet from the Ravine, move to the right as you move downwards the slope. You should see a lookout tower. Climb it. From there you should see the radio tower. It is not far from the lookout. You cannot reach it from the ground below. You must travel from the mountaintop where you are to access the radio tower. There is usually a rope hanging on the outside wall of the lookout shack.

What do you mean...the tower if you're already on the platform in BI or to get to that platform from another Region?

Probable that after leave Ravine for go to BI Radio Tower don't need go to Bi Lookout first, as advised above.
