Milton is a hard interloper start
I made a custom run (interloper but with fire +ambient because fire should feel warm dammit) and started in mountain town.

I've only played wintermute through the first chapter and only once, so I don't really know the town and it's a pretty decent challenge again. Not knowing where to find matches was stressful. I couldn't spend any time at the crash because freezing. The funnel that directs you toward town kept getting clogged with wolves and a bear so that was fun.
Now I get to loot the town in interloper mode (most of the buildings are broken) and then see what happens. Nice to play something different again.

Matches seem to always spawn in greys house. So that is first goto. Id recommend u bring a prybar and sleeping bag b4 going there. Sucks to not be able to loot gasstation, even tho i dont know what u can find in there.

Yeah thanks. I did make it to grays on the second try (bear got me first time. Almost got me second) it's just a long haul in the wind.

Ive just been looting Milton for the first time, I went in the Orca station and there was a Hacksaw in the back office, exactly what you'd want to start a Lope. Its got a bed and fire barrel too. Of course you need a prybar to get in tho, and I havent seen one of those in Milton yet. There was a Hammer in the pantry at the Farm and some decent clothing there too. The river has endless Cat Tails, you could live for weeks off those alone. There were also dozens in the pond behind the Radio Tower, and the cave up there is warm.
Also if Grey Mothers house is too Wolfy outside, the last two houses on the right as you go out of town towards the Orca both have indoor fires, one has a fireplace the other has a pot belly, and they both have +8°C beds.

I just found one, in the back of the truck outside the Farm. Of course different runs will have different spawns but it seems like Milton has the potential to be very rich in loot. I also found a couple more things which would be crucial early game finds, Storm Lantern in Grey Mothers House, a Mag Lens on a pew in the Church and a Thin Wool Sweater and Work Boots in a house in the town.

Starting in the Crashside and getting to grey mothers house is a challenge for itself,
you should not start directly in the town. :)
Can you post your Settings Code, than we could also try.

Sleep as long as you want (because when it's cold who doesn't want to stay in bed) Fire actually warms you, voices off, and a noon start (since I couldn't make it through that first cave in the dark. Froze to death waiting for daybreak.)

edit: don't use this one. Too much loot it seems. or maybe that's just milton

I found a way to make the bear let me pass.
stone a rabbit at the pond and leave it as bait. The bear will eat it and then go take a nap

Loot doesn't seem to be the problem in Milton. Learning the wolf runs is.
