On the way there I killed 2 wolves, on the way back I killed 5.
I just left the corpses there as I dont need any of their materials and dont wanna waste time

I was sure that eventually if I stuck in an area long enough and harassed the wolves they would leave.
I've killed about 20 wolves nearby where I'm standing and I guess that won't happen
I still have 10 bullets more but I doubt that 10 more wolves will make a difference.

Even on custom with volves set to low and respawn time to high it still feels like too many wolves, but MUCH better than stalker. Also can tweak encounter difficulty there.
And they will not go away. Do not choose wolf-infested places as your home, it will be far too annoying.
Wolves would be less common and rarer, but at the same time IF you found a roaming pack of wolf it wouldn't be 2-3 wolves it would be 8 maby 10 wolves.
If wolves were rarer but came in bigger groups that would make them more of a threat and less of an annoyance.
Yeah they're an annoyance at best, when I see wolves I don't think "Oh crap they're dangerous"

Before I quit the game I had 100+ kilos of wolf meat, 15 cured hides and guts to boot.
It is just... you said you'd like bigger packs - there you can see practical implementation of how it might work.
Also the solution to you issues is custom. You can reduce number of wolves and make them more dangerous. Or you can just play stock interloper. Or voyager. Stalker is specifically tweaked to have a lot of wolves with relatively easy struggle settings.

It is how i tend to play. No cabin fever, no sprains, very low condition recovery, rifle, revolver, all wildlife on low, wolf fear high, everything else including struggle settings from interloper. You will have lower than 100% condition most of the time because of low recovery rate, and loper wolves... let's say you'll die if you have no top tier clothes, high condition and something to fight with. But they are much more rare and more likely to just run away instead of attacking.
I get the feeling that animal threats are going to be reworked; timberwolf packs being the lower level animal threat, regular wolves being the mid-range, and bears being the most severe threat.
Its a shame timberwolves feel so... gamey as a mechanic?
I really like the ominousness of being slowly pursued by a wolf or a bear. There is nothing but the audio cues and your own knowledge that this killer is on your trail and won't stop.
The Timberwolf packs suddenly having a game bar appear breaks the verisimilitude of the situation. Suddenly it becomes all about filling a game bar, rather than surviving or thriving in a very dangerous encounter.
