Looking on another thread presumably about survival mode, I see the saw can sometimes spawn in these locations so I just double-checked them all, and no saw.:
- on a chair behind the cash register of the gas station
- on the outside workbench of the Paradise Meadows farm
- in the Trailer between the stand-up mattresses and the metal shelf
Would really like to find the saw before proceeding with the story but I'm ready to give up.
There might not even be a hacksaw in Milton in story mode. There are quite a few differences so it's best not to base your story mode playthrough compared to survival sandbox. You'll probably find one in episode 2. I wouldn't worry, it's not going to screw up your progress on anything.
Story mode tends to lead you toward what you need if you follow the tasks/quests.
Once you leave Milton, there is no going back. You can do the side quests and stuff, after the main quest, but when you leave, you're done there.
