I wanted to drive a hot pick into my eye.
Aside from consoling the survivors...
It was rough on my first play through of Ep. 3, but then on the next playthrough, I realized that you can you combine each survivor with finishing a couple of other side quests. Just pick up the survivor on the way back to the crossroads. This quest flow is much better even though it may be jarring to not be trying to save people as fast as possible.
Rifle, distress pistol, little water, under 1k calories, maybe a few bandages and you're good.
Leave other stuff in the community building.
Pick up a survivor, count to ten - boom, Timberwolves.
You can even scout the surrounding area for miles without seeing a single wolf, it'll still happen the moment you pick up that survivor.
