That being said, I recall being able to find some birch in my last run when I spent some time in CH, but I can't remember exactly where. If you wander the region above the highway, near the abandoned lookout, you might find some.
As you climb it's slope, you'll run into a cave on the side of the mountain. It may or may not be occupied by a bear. Approaching this cave head on, if you turn LEFT at the fork in the road, you should come across a small grove of 3-5 birch saplings.
Also, at the farthest end of the highway on the side of the area where Jackrabbit Island is, there is a stream which falls down from the mountain above and goes underneath a highway bridge. If you follow this stream, you'll eventually come across Bear Creek Campground. In my experience, there has usually been some birch saplings in this area as well.
