Every part of animal has a crit% that will drop it D.R.T. Like head is 50%, ass is 5% maybe. Skill ups your crit%
Bullets and arrows that do non-crit damage have a chance to cause bleeding. May vary by animal and hit location. Skill decreases bleeding time.
Last, non-crit hits do damage. Raw Damage is increased by skill. Do enough damage with enough hits= D.R.T. Bears in particular used to heal if you went thru a transition.
Also last, it is possible that crits are not 1-shot, but up damage instead but sometimes the resulting damage is so high that D.R.T. takes place.
Nope, it's still a bug. I tried it with a bear in Coastal Highway just the other day. Shot an arrow into the bear then ducked into a car as the bear charged. When I entered the car, the bear returned to walking around normally. I did it twice, eventually the bear wandered off, and I later found my two arrows on the ground in the area where the bear had been when I got in the car.

I think that bear you just didn't bleed it. Cars afaik have never been widely reported as resettting a bear's bleeding. Got to look for that red splatter on the ground where you hit it.
Resets are caused by entering a transition structure like a cabin/house/building.
