Dunno if i must use BEFORE do tiring stuff or use when i was run out of stamina to recover it.
It is far better to use it before. The benefit of not losing energy is more powerful. The fact that it fills up energy before you start is a nice bonus.
And going up ropes is the most tiring thing in the game. So coffee is best at climbing ropes. It can be used to travel long distances without stopping to sleep, but climbing is still it's best. All other activities pale in comparison to these two uses.
But it is because Hinterland changed it. It used to be the exact opposite. It started empty and filled up. But that was three years ago.

It is good to know, though:
1. If you plan a long run, they are NOT as common as you'd wish items. Use wisely.
2. Consecutive/alternative use of the two can make a powerful combo. If they are cooked, basically you carry a life saving emergency kit in your backpack. But they come at a price: 'cooked', they are heavy. They can save your life in emergencies (supposedly rare occasions), but most of the time they are dead weight. Decide according to circumstances how much of that cooked stuff you carry, or if you need any of it on you.
