Carter Hydro Admin Office Key?

I have been through the dam building and did no find the admin office key. Is it in this building or do I need to look elsewhere?

Look for a corpse in the dam.

I found a corpse at bottom of stairs (water valve area) but no key, just a jacket when I searched the body. I suspect a bug in the game...

There is a body in the restroom, check that.

Look for a dam corpse near a toilet on the ground floor.
