Edit: Come to think of it, I don't think it ever raised the amount restored...I think it always just decreased the time it takes to clean.

But why it's not listed among with other skills? Are there any other 'hidden' skills, like this one?
Who knows? It may become an actual Level 1-5 skill someday. Mending was similar in thepst, no level up skill, but it had the skill increases like rifle cleaning and blade sharpening do. And they made it into an actual Skill with buffs for leveling up. Archery also didn;t used to have a Skill leveling up system. So, maybe the number system is just a placeholder, until they determine how to mark the levels, and what buffs would be appropriate to apply to each new level.
So I suppose we shall have to wait and see?
