If you do want to scare him off and you feel the use of resources is warranted, start a fire. Even if it doesn't catch, it will scare him off whilst you are in the process of starting it. Using a torch to start it will lessen the match usage. If the fire does start, you have all the time in the world to plot a strategy to move away as he backs off in various directions.
You should add a little caveat about the situational tactics as well tho. Advanced wolf tactics vary wildly based on your difficulty level, your health at the moment, your needs, long term and short term goals, the map yr on, how much ammo you have at the time, the weather... ML, for example, I tend to get stinky and go hunt the lake pack as soon as I can, just because there are only three of them (four on stalker) and once they are all dead or bleeding, I can have a few days of completely safe fishing to stockpile calories on the office porch.
I've never tried throwing a stone at a wolf to scare it off though.
This was just to help newer players who might have read the million posts on how hard the wolves are to deal with and I thought I would offer some hope that it really isn't that bad.
