Survival. You typically don't need to shoot anything more than once for it to blered out and die. Might take a bit to die, but it will; short of a really bad shot to the leg which will never bleed out on any critter.
Story. Cherck your journal and map. It will tell you what you need to know. Again though, don't waste ammo.
Given this animal model (rabbits die very easy so it doesn't matter for them), multiple hits that don't kill the animal outright inflict a bleedout wounds with a specific duration depending on the region hit. But these wounds are not additive nor cumulative only the most severe (shortest duration) bleedout actually applies.
This presumes you don't go elsewhere, sleep, then return which seems to cause inconsistent results.
The best place to shoot a bear is the head (typically the right eye if you want something more precise) but there is no sure-fire shot that always kills. Be prepared to get to cover, get out of reach, or be mauled, if the bear comes after you.
By the way, you are not going to kill the bear by some number of shot/ratio. You need all 6 of 6 encounters with him in order to progress. Normal bears are different as players stated above.
No offense, but it seems more like poor planning on your part. Before engaging him, did you think about what you were going to do after shooting him and perhaps he didn't die? It sounds like you may have rushed into it expecting an easy victory.
You can survive 2 maulings and still get back to safety on each encounter. The bear is legendary, it's not supposed to be a 1 shot kill.
I just took my time, after each encounter I went back to a shelter, ate a good meal and had a good night sleep, and then went back after him the next morning.
I agree it's unrealistic, but too much realism might take some of the fun out of the game and leave you with nothing to do.
All you need is a bedroll, a little firewood, and a little food to recover and easily survive. There's a half dozen areas (wherever you may be) to catch 4 hours of sleep. Like I said...it sounds like you could have planned a little better. What about stim packs? That would surely get you out of a pickle.
Anyhow, I don't blame you for being a little bent about the autosave. I'm not sure why they felt the need to add this special for the bear hunt challenge.
When i shoot it, it doesnt run off as jeremiah just said but instead charges me instantly. After the second mauling, its just gone without any trace.

For me the bear was killed at encounter 4/6.
I've shoot him multiple times at every encounter. (if possible)
But thats terrible! Jeremiah gets mauled by that bear, i spend days to fix his stuff and heal him up. He tells me how dangerous that bear is and that i'll never be able to leave the area while he's around. And then i get mauled by it and just shake it off? Also, the bear attack has always been the worst thing that could happen to you in TLD, i want to do anything i can to avoid it. It feels like huge failure when it happens anyway...
