Edit: Oh, also, if the Tools prepper cache happens to be the one that spawned, there might be a piece or two in there, but you'll also get some extra tools you can harvest without potentially hurting long-term play.
The only regions you'll find significant qunatities of loose scrap metal are Forlorn Muskeg and Desolation Point, where the forges are.
As to your concern about bears... yeah, you've really got way more to worry about with wolves. Unless you walk right up onto a bear without seeing it, you can literally just walk away from it; they're way slower than you.
Seriously though, it's like any other place in the game: a wolf might spawn there. Fluffy is just one wolf though, by herself, in an enclosed area. Once she's killed, she doesn't respawn; unlike wolves out in the general areas.
I mean, if you've got a mean old critter in a special location, it ought to get a cute name. :D It's just a big, ol' fluffy pupper.
Same here! Have 200 days in ML alone without the hacksaw - have so far found and broke down spare tool boxes, crow bars etc and got to 30 pieces of scrap metal.
But as others have said - there's a big scrap metal laden world to explore and death by bear is far less common than freezing for example.
