Can't level up characters

I already done chapter 1 with all achievements. But when i try level up charcter, game message: "complete chapter 1 of investigation operation".

Have you done the EPILOGUE of chapter 1 too? Keep in mind that you get all the achievements much earlier than the actual conclusion of the chapter (usually)... Maybe run Chapter 2-1 just to be sure?

You have to meet one condition before you can level up the characters. You edify them then that unlocks the next upgrade.

The problem wasn't Edifying the Awakers, it was getting them past level 1 in the first place.

So, what happened is that I thought the upwards curved arrow next to the level box was for leveling and I was trying to do it from the Overview page of each Awaker. Turns out that you need to go into the detailed view with the various submenus for the Awaker, then click the Upgrade button on the lower right.

That upward curved arrow is for claiming the reward after Edifying. Trying to click it when conditions aren't met will show at the top that you must clear chapter one first; that's what had me confused.
