That was a major reason why I posted this. To be honest though, if they were the same, it could be kinda cool since you could wear the one you like better without any protection penalties
Law enforcement vests are completely different from rifle plates and pistol plates, plates are special wrap that has ceramic plates covering it, to wear one you have to have the same exact size you wear, and believe me, you can't wash them, Plates are made to fight in wars and battle operations. Law enforcement vests are made to aid police officers in their job, which as rifles are illegal to carry around on hand through day to day life to anywhere basically, they aren't made to protect from rifle rounds, otherwise they would be plates, (BTW, SWAT uses plates.), Vests as I mentioned before, are made to protect pistol rounds, normally up to .45 ACP, although many companies always ship out faulty ones, which isn't illegal if the carrier dies from a penetration from .45 ACP to below. Plates on the other hand, it is HIGHLY illegal to ship out faulty plates, plates may be penetrated sometimes which is no biggie, but if a plate shatters and takes out a combatants legs because it was faulty, the guy who sent the order and the guy who approved it can face 600 years in jail each.
Very True but I was asking about the IN-GAME vests since idk if they are realistic or not
Also you probally would find an occasional soldier or special unit wearing custom gear such as lighter MOLLE vests since ik some units may have the option to buy their own

Yes, but those are normally upgraded plates, MOLLE vests are still not as strong as ordinary rifle plates, they just protect more than a regular bullet-proof vest, its really just a thinner rifle plate with bulletproof vest parts.
Police vest has more inventory slots than military vest.

I won't say the company I bought this from (pretty sure to do so would violate forum rules). I can say that I recently purchased a brand-spankin' new BAE Systems/Eclipse IOTV with two 9.5" x 13" Level 3 armor plates for $190 from a local company's production over-run special. I even upgraded the plates from flat to curved and still OTD spent just $249. I could have spent $20 less if I only upgraded the front-plate instead of both. Oh well though, they're good quality and the curved back plate means I can roll over easier; lol!
I have yet to get the 3A-rated soft-armor additions which go behind the plates and a few other places in the setup, but even after I do - I'll have spent WAY less than what I see them go for on Ebay and (further) less than in-store retail prices. Why it was even possible? The plates I got are made 3 miles from my house, which is where the shop is that I bought the setup at. They had a big order to fill and bought too many IOTVs, and they're making the plates only as each order comes in. Took me about 24 days for them to make the plates to fill my order, but I've got them now; no big deal - a bit over three weeks isn't bad.
As for weight - it ain't light... the whole setup weighs about 30 pounds. Factor in all the gear the average soldier carries, plus weapon, plus magazines and ammo, plus clothes and food - and you're between 80 and 150 pounds; sometimes a bit more. So when you see military gear worn in movies and fellas are dashing to and fro like dainty ballerinos for extended firefight scenes while barely breaking a sweat - that's just Hollywood. Good actors make it look 100x harder than what they're really going through on camera. The rest... make B-movies or worse.
In-game:
Which brings us back to in-game elements - and how they're a far cry from what they are in real-life in more ways than one... the best being weight! Good thing weight doesn't slow you down in-game! I can only imagine what all the scrap metal and other loot would weigh when you're rucking supplies all over! :P
But since the question is Police vs Military, the military is better.
Police Vest:

So grizzly has base damage of 99 and you are shot in the chest (×0.8) and you have a military vest so 99×0.8×0.7=55.44 so you are takeing 55 damage but with police vest you are takeing 63 damage so the lower armour value the better
