Unfortunately, development on Unturned II (U4) was indefinitely paused a few years ago. Most of our announcements/news regarding U4's development was posted to our official blog (including the paused development).
This is the specific blogpost that you may find relevant: https://blog.smartlydressedgames.com/2022/05/11/unturned-ii-development-paused/
There's been a few other blogposts (or other comments, e.g. if you read some of our forum posts) since then. Those posts mostly just elaborate on why U4's development was paused, and how that decision has impacted Unturned and SDG since then.
If you don't want to read through all of those posts, I think a couple of the important takeaways are that: (1) some of the features planned for U4 have since been added to Unturned, and we're hoping to release more updates in the future that improve the base game - and (2) if we were to restart development on U4, or start developing an entirely new game, we would not announce it so early into its development cycle again.
