Tweaking Item Spawns on LAN

Hi. I'm messing with the config.json file to adjust the rate of item spawns. Spawn chance is the main thing I've been playing with, and I also increased the despawn time, however...

I've got my base in a city. When I get back from looting, there's stuff everywhere but it eventually despawns and then it doesn't respawn. After the despawn timer expires, large areas of the city become empty and stay that way until I restart the server.

Is this a bug? Is there anyway to make things respawn while I'm in the city? Maybe I need to adjust another setting in the config.json? When I was on the washington map, things respawned right in front of me, but I am now on russia...

Set Respawn_Time lower.
