Rain Barrel Not Collecting Rain?

First time using it. Per name and a few statements online, I understand they should fill up after rain, however I tested the @storm command in singleplayer to no effect.

Is that a problem with the command? The rain barrel? my understanding?

it fills up very slowly. also, there is a water tank and a rain barrel, are you sure you placed the correct storage container?

I did (placed both actually), anyways it works fine now, for unknown reasons >.>

It has to be open to rain (nothing obstructing water to get ontop of the rain barrel, so bassicly no roofs ontop the barrel) it also fills up automaticly after the rainstorm.

That was taken into account at the time it was failing, unless, me jumping above it is considered a block.

You must have cheats enabled to use any @ commands.

A full rain period gives me - at the end - full barrels.

okay, i have been observing my water farm.
and it appears the barrels ONLY fill AFTER the rain is done.
so in singleplayer, exiting the game while it is raining or never playing it will not let the barrels fill because rain never ends/begins
multiplayer should work just fine though.

That was also accounted for at the time, since July 3 of 2016 it's usually working fine.

I placed eight, not working. This is as of July the 1st, 2017.

I placed 4 rain barrels. And I set the frequency to a very low number, meaning a rainstorm is happening every 30 seconds or so. They last like 2 minutes, then stop, wait 30 seconds, another rainstorm.
My rain barrels have sat through like 10 rainstorms and are empty. So they do NOT fill up automatically after a rainstorm has ended.
