Get ready for a wall of text!
Step 1: make a folder on your desktop, name doesn't matter, inside that make a folder called "NPCs", no " ", inside that folder make 4 folders named
Characters
Dialogue
Quests
Vendors
Step 2: go to steam/steamapps/common/unturned/bundles/NPCs
And find your custom files in each folder. (I put [] on the front of mine so they are all at the top).
Example: I go into characters and find my custom NPCs I made and paste them into the folder I made on desktop (desktop/foldername/NPCs/Characters).
Same with dialogue, quests and vendors.
Then right click the NPCs folder you made inside the folder on the desktop, click properties, and then copy the path of it to clipboard (C: name/desktop/etc)
Then open unturned, in the menu click workshop, then submit,
Put in your own name, desc, and change notes.
In the "collection path" paste the path you had copied to clipboard.
In the "preview image" find an image you want to use for it (doesn't matter) and copy it's path to clipboard, then paste the path in the "preview image" section.
Then where it says "map" click it until it says "object" and next to it, it should say "model".
Then click create!
I might make a video on this since it takes ages in text and you might get confused

Oooh long time I have not played Unturned . . .
If I am not mistaken all NPC files are in
SteamLibrary\steamapps\common\Unturned\Bundles\NPCs
Copy anyone as a template, rename, edit to your liking
And once you create your npc, you can go into the map, and I think you can add them onto the map as an object (like houses, and other static objects), I think they are under the NPC filter
