German Blow Torch?

Any one had trouble finding blow torches in Germany?

I've been, essentially, farming the map for about a week and haven't seen a single blow torch.

I've been checking hardware shops and mechanic areas in military bases and towns.

Probably just a horribly bit of RNG but thought I'd check.
