How to increase vehicle limit on server?

Does anybody have an idea how to increase vehicle limit on server? I am having a hard time finding vehicles on my server where I play with a friend.

The only information I found is this(in config):
"Max_Instances_Tiny": 4,
"Max_Instances_Small": 8,
"Max_Instances_Medium": 16,
"Max_Instances_Large": 32,
"Max_Instances_Insane": 64
But I don't have a clue what this means

I think the Tiny to insane is about map size like germany and russia are large maps, so they could have 32 vehicles. PEI, Yukon, and washington are medium maps, so they can have 16 vehicles. At least, thats what I think.
