Unturned and steam accounts are not a problem, especially since the game is free. As for character slots, I'm sure nelson could figure out how to give multiple characters and players choose before joining a server. Borderlands 2 had a way to do 2 instances open, with a few tricks of course, as does Minecraft with mods, not to mention the many games on steam that allow couch co-op already.
The problem with accounts is that two players cannot use separate accounts in one game on one machine. That's why with Dungeon Defenders, although it has native split screen support, all players are using characters on the same account. Unlike Unturned, though, the developers gave a pretty hefty upper limit to the character count at 32, which allows multiple players to have multiple characters on one account if you want to play on the same system. Currently, Unturned does not offer any additional character slots unless you've paid for a gold membership, and even then, it's just a total of five. That really doesn't offer much for players looking to play together on the same account.
On a side note, when I have splitscreen'd on both Borderlands (1&2), I only used my one steam account, as the game doesnt check for discrepancy's between names. Minecraft does, so 2 accounts were required, BUT only becuase neither game featured splitscreen play without mods or hacks, but with games that feature it, only one account is required, like L4D2 splitscreen config.
