Remove wheels from vehicles without destroying the wheel you fool.

Your hockey stick wheel destroying fandango on RP servers is now improved, with this new tool you won't be destroying all tires, you will own the tires.

(Also good for protecting your vehicles from stealy wheelys when they're locked in your garage)

(Steal a group's vehicle's tires while they aren't looking!)

(Combat overly armoured vehicles and prevent them from running you over!)

I like the idea of more stuff with wheels we could really work from here:
Tire iron: Steal/Salvage wheels.
Boots: Keep cars (and the respective tire) from being stolen at a slight inconvenience. Can be applied to other people's cars on PvP and by admins on PvE.
Solid Rubber tires: Upgraded tires that can't be shot out, but degrade your car's suspension, handling and top speed.
Offroad tires: Upgraded tires that let you go off-road, but reduce your car's on-road performance and top speed.
Snow tires: Lets you grip on snow!!!!

Other vehicle items:
Theft-prevention-device. Locking stick to prevent people from driving off with your car. They can still open it, though, and steal the battery.
