in ur case u dont wanna dedicate more ram. if what your describing is what i think it is not lag spikes but your pc locking up. most likely you maxing ram and/or your memory. in this case your either gonna need to cut down on ram and memory usage or upgrade/get a new pc.
well first off thats the recomended specs to run the game. not a server. servers require processing power not graphics cards. now you need to look at your memory and cpu power most likely. u can have 4 titans but if you dont got the cpu power to handle em it wont mean much. same applies to server hosting. you may run the game fine, but if you dont got the leftover processing power to activily handle the server and your game it wont mean much.
well ur obv well within the specs. so ur either running to many programs while running the server and unturned or your bottlenecked somewhere within your own equipment. which is very possible with ur processor. unturned isnt very intensive when it comes to running a server unless your poping mutliple nuke mods at once. either the server is taking up to much processing power or to man programs are runnin with ur server and game. also note amd processors are considered low end gaming pc parts, tho it should still be enough to handle what you need. id recommend just having your server open and see how much cpu power it takes(maybe have a friend join and have him ♥♥♥♥ around to stress test). then open unturned and see how much more it goes up. if it spikes well into the mid 70 and low 80`s then something is sucking up alot of processing power. in which case look into what programs that are open and arnt vital that may be causing the issue.
and like fox said ram dosent factor in unless your running multiple programs.
