It was something Nelson was mentioning in his To-Do list on Trello.
My theory: Any of you know the White Hat item? Given to OWN3D from Nelson. Basically, OWN3D reported a glitch on the website and he was awarded with it. http://unturned.wikia.com/wiki/White_Hat
On the trello updates, Nelson mentioned that he did some tests with a bunch of hackers for 3.0.
Paul's Hat might be for one of the hackers. Just my theory.
