To summarise, it's a beta, loot is not finished.
PEI also has a pharmacy that I have been able to gather syringes, bandages, and med kits from. I built my house just outside that town (now I put in some storage lockers :-D ), seems the best in my opinion for gathering medical supplies, food, gas before venturing out into the other sections of the map.
If you are lucky, you can also gather some weapons from the fire station/police station within PEI as well. Also, it is a short distance from New Brunswick which has a hardware store for various supplies for building.
There are loots all over the map. Knowing where to find a specific item most likely and being there more often and especially earlier than other players is the key to find a lot of stuff.
For example, if i want a backpack i will go to the crashed military plane, the military base and check the medical and military tents in Vancouver. While i am there i kill all the military zombies, because they can drop an alicepack, too. Sometimes i will just go straight back to military base, kill the new zombies that spawned, pick up all spawned loot inside the buildings and drop them somewhere outside on the ground. That way i make room in the buildings for new item spawns. During all that i will probably find a maplestrike or eaglefire and some military ammo, too. After a while some loot will respawn in many locations and i can get my backpack. If i don't i will just continue and go to Yukon and/or clothes shop in N&L to check for a travelpack or daypack. These places are also good to check for a vest. I also often see vests spawning in Scorpion-7, so i visit that place to while looking for that vest. If by that point i still haven't found a backpack then i either go looking for some other items i want/need or i go back to military base, keep killing zombies and hope for some good drops from them or some good item respawns in the buildings. I just keep doing that until the next server restart where all loots respawn or until i got what i want/need, which usually doesn't take too long. Most of the equipment that i need i find in about 2-3 hours. It takes a little bit more time to find all my 10 military drums again, like 1-2 days, depending on how much i play. There is one little exception. If there is the mega zombie at the crashed military plane then i will just stay there and keep killing him, because he will respawn every ~5 minutes after you kill him. He has a small chance of spawning after a server restart. He drops tons of military ammo, weapon attachments, military drums and sometimes weapons. The best times are when there is full moon at night. At full moon the zombies respawn like every 10 seconds, even the mega zombie. You just keep killing them over and over and collect the loot. One day i found 8 alicepacks and 5 maplestrikes at the military base in a bit over 2 hours and during that time i had some full moon action.
In singleplayer it't even easier, because you can just exit the game, re-enter it and loot will be respawned. In multiplayer, no matter if pvp or pvp, you need to be faster than others. I don't know how other servers handle it, but the one i play on there is a restart every hour for loot respawns. Right before the restart i will stand in a safe spot in a place that i want to loot right after the restart... on the top of a tent in the military base, for example.
Alberta, Vancouver and Yukon on the streets, N&L clothes shop and Saskatchewan at the farm buildings. If you check these places there are tons of clothes. And yes, in some places i sometimes see some loot spawning after a couple of minutes when the server just restarted or i entered the singleplayer game. It is always a couple of random spawn points inside and outside of buildings. So yes, it takes a while for some things to start spawning, but the majority of items is usually there at the start.
If you pick up the loot and drop it somewhere else there is a chance that loot will respawn. A very good example is the tank at the bridge to PEI. 2 military items can spawn at the tank. If you leave them, nothing will happen. If you take them, items will respawn in that location, sometimes even after like 10-20 seconds and sometimes it takes minutes to respawn an item. I had it a few times that even after 10 minutes an item just didn't respawn there. Respawned items are random, obviously. I have never seen a whole area or town being completely empty after a restart. I spent easily over 150 hours camping at the military base(nightvision is the last missing item i want/need to find to have basically everything) and most of the time if other players are there they just rush through the buildings and leave. I guess many of them also want to check other places quickly, but i also think that most of them just don't know how it works.
