Find the fireplace in the western part of the Icarus Island on the Kuwait map. Go NORTH from there, and you will find a medical tent with two cats in it. It's very close to it, maybe 10-15 meters.
If you still struggle to find it: On the most-western part of the island is a guy who is fishing. Go east, into the island. After you exit the FIRST building go LEFT. It's a white tent between two bigger buildings. I don't really know how to explain it even more.

For what i can assume. You are trying to tame the wild cats in Kuwait. No, you can't tame them, they are just enemies and hunting targets.
