A majority of the old tools are still available in the legacy editor after the latest game update. What this update did was bring over many of the tools that were exclusive to the devkit editor, which we are slowly phasing out (and merging into the legacy editor).
For players that have never used the devkit before, it may take some time to explore all of the tools. However, you can still just use the bog-standard tools as well. Today, we've posted a blogpost[blog.smartlydressedgames.com] that covers many of the frequently asked questions regarding the merged terrain tools.
For feedback regarding the editor, consider posting on our official forums[forum.smartlydressedgames.com]. We are much more likely to see your feedback sooner when it's posted there.
