In PEI Map, you can find it in Cargo Ships or just at houses....... In Washington, YOu can find it on apartments on Seattle....... In Yukon, not yet.... still searching

Umbrellas can be found in places where clothing and backpacks would spawn. They are a very nice tool, but will probably take a while to get since they're rare.

all of the umbrellas that i've found have been within various campgrounds on Yukon or Washington. I havent tested PEI yet
