If you're on multiplayer, the island with the helicopter may be safer to live. On the outskirts of town works well, too.
If you're really wanting to be safe, head to Tignish Island east of the O'Leary military base, since not to many people go there. The downside is that you cannot survive on that island without a canteen and seeds for farming, since the loot is only a couple of camping tents and hunting animals on such a small island is unreliable.
I drove a pickup truck over there to the window in the back. Couldn't jump up to the window.
