Xfinity Router won't allow port forwarding

I have tried everything, I have opened access to ports 27014 - 27017 in windows firewall, I have port forwarded a TCP/UDP sever with my ip adress 10.0.0.X and it still will not find the server. I have port tested the ports and they still do not say they are running. It told me the connection had timed out for all 4 ports. I have read as many sites as possible and I am out of options. I need help figuring out the problem. Can anyone help?

Idk people can connect to mine but canyouseeme.org says timed out

I don't know what to do because I have an active minecraft server that works fine. It's just simply Unturned that just won't comply anymore

You used the wrong ip address. You need to port forward your private ip and give out your public ip. You don't port forward the public ip.

I'm aware of that, the static ipv4 onboard one's computer is the port forwarded ip and the ipv4 given to the friend is the public ip. It still will not allow me to connect to my server unless i enter the ip "localhost" into the necessary slot. Neither my static ipv4 or my public ipv4 will go through. This is the problem
