i think they are tiered just like the loot and sense the best loot is in the Radiated areas they too are likely there as well

Kinda l8 m8 but they're pretty rare too. They spawn in the military base too, but most likely to find him in deadzones.

Mega zombies spawn at the Oil Rig, Silo 22, Military base ( That's if your lucky that any one killed it yet) also in those small Lil military tunnels in the mountains.
