Then once you place it, it needs to be powered, so you need some kind of generator run it. If you already had a generator down, you will also get yellow boarders showing the max range of whatever generators you are within range to while you had it ready to be deployed.
Once up and going, it will make 1 full gas can of fuel every 15 mins or so. You can empty the pump jack at any time (or fill up the fuel reserers if you want to be silly) or let it stay filled up; none of that will damage it.
After it is full of fuel, it will not generate any more fuel, despite it appearing to still be operating.
