And no, you need more metal per inventory slot for wardrobes than you do counters
Wood racks or plaques are best for storage of large amounts of 'unimportant' items, espeically of 1 slot or 2 slot items. Metal Rifle Racks or Metal Plaques are best for items you want to keep secure, but at ready access that is a ctrl + F away.
Wooden Rifle Racks or Plaques only require one scrap metal worth of metal bars, but you need a blowtorch and some skill to do this. Once you get a blowtorch and the skill, you can easily craft a bunch of low security racks or plaques as a compact and easy storage solution, as you'd only need easy to access wood for the rest of the materials.
(saw and axe/chainsaw required, but you should get those ASAP regardless)
Best storage slot to scrap metal usage ratio item is the metal counter. It may or may not win any interior design awards, but it is the optimal thing to use if resources are tight.

Plus you only need pine and not so much skills, and if they find ur base and have the power to break walls, usually they can crush lockers too so avoid comments like
"everyone can access crates" etc..
