Can someone tell me where to find chemicals i needed it to build my car

Go to the Giant Quarry i cant remember the name but there is a mechanic there that i always find chems in. And you can find them in St petersburg and moscow at the mechanics

Mechanic mostly.
You can also find some at the junkyard.

It is mostly in any mechanical place, like the gas station or garage of homes.

Also, you may have to either wait for awhile and/or explore some before it actually starts to show up.
