Gas Masks can be found in low amounts at Fire Stations, in Cities such as St.Petersburg, and small towns. You can find a lot of them at the Firewatch Base and Firewatch Towers located in the autumn section of the map, though, as well as filters for those Deadzone adventures.

I found a gas mask at the fire watch base.I am very sure that this is the best place to search for gas masks!
