then, launch the server, and when it finished loading and downloading the mods, you can stop it.
Then, if done correctly, you can go in Workshop/Steam/Content/304930 and there is (are) the Workshop ID(s) of the file/map you download (and the required mods for the map). Open the map workshop ID folder, copy the name of the folder inside (with the name of the map) then in commands.dat in your server folder, add "map the_name_of_the_map" (or replace the name of the map in "map" if you already used a vanilla map like Russia for exemple). If you start the server, it should launch it with the map.
