In the middle of the map?
In my opinion Moscow should have had the subway as well.
The only things St. Petersburg has over Moscow is two fire stations (meaning more chances for filters and gas masks), and a neatly presented military and construction zone that is underground. That's about it. Dare I say the military loot zone on St. Petersburg is about the same size as Moscow's.
The main reason why Moscow is less attractive to experienced players than St. Petersburg is that Moscow has nothing really going for it in terms of surrounding locations. Every point of interest takes a while to get to, while moving at or near St. Petersburg gives a clear benefit of being close to 1-2 military locations, and to a rich supply of metal.
Remember, there is a location based loot progression in Russia; so the future North you are, generally the better loot you will get. But they also have to be a location on the map. You can't just go to the top of the map and loot uninhabited (or places not infected by zombies) zones.
Sure, Moscow is closer to Silo 22; but since it is a Deadzone, travel time is the least of a player's concern when planning to loot the place. If anything, the fact there is a Deadzone North of Moscow limits what else could have been placed that might have made Moscow more attractive. Looking South for attractive locations isn't really useful, due to loot progression; and looking West gives... you guessed it, St. Petersburg.
Locations East of Moscow are the only thing of real interest for the place, while St. Petersburg has great locations North and West of it. So really, the main reason why St. Petersburg is popular is not just the attention grabbing Subway, but mainly because it is so near to other points of interest.
A new underground area could be put in under Moscow, but there are some serious ramifications with that. Much of the natural ground area in the city would have to be sunk so a subterranean area can be put in, which invalidates any exposed ground that used to be available and blocks people from putting things like pump jacks inside the city.
Now that I think about it, if Nelson made road access to and from Moscow better, it might make it a more worthwhile spot.

Even though roads in PvP settings are usually kill-zones.
The thread implies either regular visits or people building bases there, which there really isn't any reason to, besides not realizing there is a better location... like when I first started playing, and setting a base on a rocky Mount North East of Moscow. I too thought that being centrally located would help, but it really didn't.
