LAN Server cheats not working?

The following was all set when we started the new game. I am playing the game with my Daughter on the "LAN" server.

In Commands.dat file I have:
map Washington
name WillieSeas
mode Normal
port 27015
cheats

The command prompt window says cheats are active:
"Successfully enabled cheats!"

I have turned off the cheat checks in the Config.json:
"Server": {
"VAC_Secure": false,
"BattlEye_Secure": false,

But no matter what I do, I cannot spawn a blowtorch (We have played on this map for over 6 hours each, and there are no blow torches found so far!) and this is really getting old fast, not being able to fix stuff.

In chat window, I type the following and nothing works:
@give 76
@give WillieSea/76
@give WillieSea/76/1

The cheats work fine in single player. Does anyone have any ideas on how to fix this?

from the server window admin yourself: admin Williesea
then you should be able to use the cheats

I did that but the server window displays a red question mark on the next line, and I still cannot enter the cheats inside the game.

Update on this:

I had been typing '@admin WillieSea' and I guess that is why it never worked. I removed the @ symbol as you show, and it worked fine. But I had to be on the server first, then alt+tab to the command prompt, enter the command, then alt+tab back to the game and the cheat commands worked fine.
