PS: I highly doubt Nelson will make some program/software to help make servers. He's too busy with 4.x. I may suggest USO if you're really struggling, though I've personally always had problems with it.
To all the people that whine about the difficulty of making an Unturned server they should try hosting a Minecraft one. The amount of time and effort required to even get a server remotely stable is insane (not including generic mc stuff like building a spawn or what not in game)
So take it for granite on how incredibly easy it is to both make and setup an Unturned server and how little resources it takes (MC takes around 4GB's. Rust can take up to 8GB's of RAM. Unturned rarely takes a little more than 1GB)

Meanwhile to host a successful Unturmed server all you need is to make a shortcut and install Rocket. Simple as that. There isn't really a ton of plugins to search through so finding the ones you want are relatively quick. Rocket plugins also often times have a wayyyyy smaller config, and there is no need to "optimize" anything. And asfar as I've seen MySQL is not something you ever need to mess with when it comes to Unturned. And usually when theres a bug or problem it's just a outdated plugin - it's as easy as getting the latest version. Setting up permission groups with rocket is also incredibly easy as compared with MC
