i tested it it only destroyed the vehicles on the server and didnt despawned them

I call BS. I can delete vehicles just fine.
Maybe you need to use it a second time.
And by the way, its okay if you so not want to disclose the country you currently reside in, but nobody is going to by that you are form the US. Not with that level of english at least.

Seeing as its a RocketMod plugin, yes, thats literally the only way.
And as far as I am ware it is not allowed to share accounts, but I might be wrong.

And thats where you are wrong.
Paragraph one of the Steam Subscriber Agreement states the following:
