you can't create a public server if that's what you are asking, since you can't port forward the damn thing

You can connect to the hotspot and (assuming your hard- and software has the capability to do so) portforward just fine. I have done it via tethering before.

i just can,t port foward that or i don, t no how i do that on my phone. i no how create server app on computer.
