Well it already kind of has VR, just not for actually playing survival or servers. From what I remember, you were able to use the map editor in VR and that's about it. I don't know if it still works or not.

But with the new one, Unreal Engine 3. There might be a chance. But even then, what's the point? It's a survival game, and it's mechanic is still the same as Unturned 3.
It's better if Nelson just focuses on developing the game than to think of putting a VR for a game that he terribly noodle-coded.
