Thief is the best as it gives you the best clothes ( storage wise )
Not certain which would be the actual worse. For me though, farmer. I play like a nomadic tribe, stay in one area for only a little. Once I do get a base set up I doubt I'll be around it often. Always on the move so the only time I care about planting crops is when I have rope on me.
I liked more the old 3 skillset thing instead of the one we got today, where 90% of the skillsets are useless and everyone just goes with policeman and spec ops.
I can't pick a single best one out but here's what I'd consider the "best".
Spec Ops- A lot of people are going to disagree. But there's no lying, sharpshooter is a ridiculus skill if maxed.
Thief- Sneaky beaky and parkour are highly underated and can be quite effective if used correctly.
Worker- If you are the type to build bases, plant traps, create death machines, and want your weapons in prestine shape? Here you go.
Cop/Firefighter- exercise and cardio are two of the important skills to upgrade so I am putting these two together. Also toughness and strength are crimminally underated.
Least fav are lumberjack and chef
