Does the condition of the bow or arrows matter?

When I got a low condition bow say 0% and i fire a 100% arrow into someone will it do full damage or not? How do these work

The condition of Bows, like all weapons, do matter. Damage loss and other penalties can be noticed once reaching below 50%. I believe arrow condition don't matter in terms of damage, all it indicates is how much it can be fired before breaking

bow durabilty lowers damage, accuracy i believe is lowered like the rest of weapons but im not sure, but arrow durability only changes one thing, once the arrow reaches 0% durability and used it will despawn/break

I know this is getting close to 3 years old, but for anyone who stumbles upon this - Either way, you should always maintain your bow's quality. Arrows are unable to be repaired, and are not affected by their quality. Using a compound bow at 97% quality and an arrow at 0% quality still yields the same results for me as if I was using a new arrow.

normal/metal arrows can be repaired with scrap
