I got a hovercraft but it only goes 17km/h?? instead of the max? it goes half

Its an amphibious craft where the only thing moving it is the engine that's in it don't expect those things to move very quickly in the water compared to what they would on land!

Well it is propelled by a massive fan. Strapping a house fan to a wheeled chair doesn't do much either.

it is propelled by a giant fan. the more straight the surface is, the less speed it looses while traveling. There is no straighter surface than water. So the craft slowing down makes little to no sense.

It should be very fast on water, in reality they can hit over 60mph on water, and it should be fast because it doesn't sit on the water it hovers over it and it uses air to push it forward and to keep it hovering. Hats why you call it a hover craft.
