Quests on PEI?

It's been more than one year since i don't play and i'd like to know if i can make quests on PEI.

The only NPCs are on Russia (for the moment)

Just unlock the map and add your own quests. Its simple as that. Or wait for new official map.

For years, you can check my screenshots if you want. Since 2.0 if i'm not wrong, but i took a long break.
