What this person said i can only agree with. Yesterday i took my first agents to lvl 20 (the starter squad consisting of Hollywood, Fortune and Hardtack), then spend some Upgrade Cores to make Fortune a Super Agent 20 (so lvl 40), and switched it up a bit.
Decided to go with Kingpin, Oni and Fortune, you see, your Agents level up quicker if your Agency level is higher than the Agents you're using. Playing with Fortune and just killing Legion troops for a while (spawning multiple Pride Captains and all) it only took minutes (i dunno how long exactly) to take both from lvl 5 and 6 to 10+.
Basically, aslong as you have 1 strong agent, you can level up lower ones with ease, best would of course be Braddock as your high lvl one, that you kill Legion with, because she has a 10% bonus to xp gain for the squad.
Strong agent + high difficulty = fast leveling while fighting. Of course this still applies if you don't have a maxed out Agent, just fight Legion, Missions don't give much XP.
Pretty sure all Agents in your Squad level equally, it doesn't matter which one you're actually using. As i said i took Hollywood, Fortune and Hardtack to 20 first because i had already leveled them further than everyone else.
They all had the same amount of XP and leveled up simultaneously, and i can assure you that i used Fortune by far the most.
That could be since like i said i leveled 3 same lvl Agents simultaneously, but then again that would only apply to Legion Lairs like you said and those aren't the fastest way to level up to begin with.
Though i'm curious about how you came to notice it ? The end of Mission XP ? Cause it'd be hard to tell from just the XP bars without numbers by simply killing stuff who gets more and who gets less.
Also remember that if an Agent is the same lvl or higher than your Agency, he'll gain less XP, maybe that's why your highest at the time got less ?
And, to be fair, i did only point out that Agents level equally regardless of who you're using, not level related. Since the person i replied to seems to be under the impression that the character you're using the most gets more XP, which is false.
And yeah. Pick fights with Legion by either killing some pedestrians(that much is the same from SR) or going after Legion patrols, and then just continue until you clear the alarm. Going after lairs is also good though you should put some thought in team composition then as some can be quite unforgiving(especially the poison gas rooms when you don't have Hardtack or Braddock).
The thing about Braddock is, it's Squad-wide and therefore only useful if you want to use her as your main (high lvl) Agent (like i said, grab 1 high lvl, crank up the difficulty, and bring along 2 low Agents you wanna level up) OR if you literally only want to lvl up 1 Agent.
Because for the bonus XP you lose out on leveling 2 Agents at once, if you were to, say, use Braddock plus another lvl 20 Agent, therefore gaining much less XP in total.
So make sure you either only use Braddock at lvl 20 +2 low level Agents, or don't use her at all. The more lvl 20 Agents you bring along, the lower the amount of XP you gain is, because they level pretty much equally, so 1 more lvl 20 Agent means 100% less XP total, since they can't level anymore.
Will probably get boring real fast if you were to use Braddock all the time, since the game's already pretty repetitive when you're just grinding out levels. Not like the 10% boost is gonna matter much in the end anyways.
Well, naturally you get less exp on higher level characters than you would on a lower level one... but if they're the same level, they get the same experience and will level up together. That was his point.
