Every light light chain can be dodged out of, therefore punishable with a dodge attack or even sometimes with a gb (hitokiri's light finisher for example) Parry a light rewards you with a heavy opener which deals lots of damage and at the same time let's you get into your chain. If you can't parry them there are still some ways to punish light spam. Some of them are character specific and some of them are universal. I'll give some examples for you so you can at least counter these players. Aramusha can block blockade light chains, every hero with a dodge attack can dodge attack light attack etc.
Lights are already pretty easy to avoid and furher more nerfs to them would make light attack useless in every level of gameplay. They're already mostly useless in high levels so I don't think we need anymore nerfs to them.
If you can't block/parry with reflexes, play a cheese character. Aramusha, Shyokin and Conqueror come to mind although they are likely others.
Warlord and Valkyrie don't quite count as they have a set up time and can't be pressed for immediate protection. Otherwise they can be useful here.

So since the game came out, all the way up to the last time I played about a year ago, Orochi's light attacks literally moved faster than even someone with the reflexes of a cat could process. It was impossible to react to them before the attack would land, they were that fast. The only way to block them was to already be aiming the way the orochi was by pure luck.
Orochi wasn't the only offender, but was the worst of the bunch. Practically all assassins (as well as some Hybrids such as the Nobuchi) had light attacks that were almost impossible to react to, if not an outright impossibility. So unless you're telling me their light attacks got slowed down significantly, there is literally no such thing as blocking or parrying light attacks from a "light" character unless you're aiming the same way they are by pure luck.

Times where FH was somewhat brain/skill based are long over.
There was also a time that we had a hero who could get GBs just by blocking so keep that in mind lmao.
