Safe to say I figured it out and I can easily kill dogs now LOL
In the balcony, if you use the knife you will fight one at the time as the second dog won't come and will stay wondering by himself on the other side.
1. Get ~5 feet from a wall and run directly away from the angle that the dog is approaching you (towards the wall).
2. When he whiffs, run *slightly* at a 30 degree angle to either side of the dog.
3. Horizontal swipe with the knife.
4. Sprint parallel to the angle of the dog's counter-attack then rinse and repeat.
The reason you must be near a wall is because it slightly affects the dog's pathing such that he takes a slight moment longer to U-turn and run away from you, allowing for the swipe to connect more often. Otherwise you will usually miss.
When sprinting parallel away from a dog, it will always miss its lunge attacks (but it will land kick-boxes, so you will have to accept some emotional damage).

P.S. You must be very precise about your positioning and timing in (Step 2). If you end your swing too close to the center of the dog, you will be grabbed, but if you spend too long of a moment positioning for the swing you will probably miss.
